The description wasn't accurate. It is not lockable but assembly is great and so is storage. For me, the best holder I've had so far.

I returned the carrier, was not able to attach a Dutch type e-bike after unpacking - short rubber tether
Lightweight carrier with easy mounting on the TZ
Compact, fits in the trunk when folded
Suitable for transporting two mountain bikes
Short rubber straps for strong e-bike frames
Transport of one wheel is worse due to the inability to fix the handlebars/front wheel
