PVC toxic, children often use such things as a teether e.g. orange ball or wheels - not recommended because PVC is toxic and according to the enclosed paper it meets some kind of standard 2009/39/EC but there is no such standard for children's goods at all and apparently either a typo or some kind of problem with compliance with standards for the European market!
