The first heater we had was the Baby Brew from the USA, which you put on the bottle and it heats the water to the exact degree. Plus, it was rechargeable so it was great. We bought this out of necessity in the mountains when our Baby Brew broke and we didn't have a microwave in our room to sterilize it. For the money, it's great. But it doesn't compare to portable water heaters. They can heat the water to the exact degree, but lack the sterilization we needed on vacation.

Tested heating water for baby milk. It's working fine. Heated to about 40degrees within 3 minutes. It can't heat it to the exact temperature, but after a few uses we've picked up that it heats 210ml from room temperature to baby temperature in 3min.
